My Echinopsis variegated variety is genetic. The viral forms tend to resemble sun burn or nutrient deficit. Viral can also create spotting effects like stars in the night sky. Opuntia stricta can take it pretty cold but can wilt if it gets too cold like -9 celsius. Opuntia paraguayensis for me has been fine down to -3 celsius but I have not had mine colder than that. I am holding in my hands stricta and paraguayensis for comparison with your picture. The triple yellow spines are very stricta as the paraguayensis only has a single spine and not of that color. If I had my camera I would take a side by side for you. If I get a chance I will do it later in the week.

At first I wanted to say Opuntia paraguayensis because the growth does remind me of it. The larger flatter growth and golden yellow color of the spines coming out looks stricta to me. Looks like snail damage to me. Put a pan of beer under it. Snails like to get drunk but end up drowning in the beer.

I live close to Bob Smoley. Love that place. Pachycereus has survived the cold just fine for me and I get colder here than St. Augustine. St. Augustine seems to have some Atlantic protection. The cold has been the least of my problems since my main issue is nematodes.

It does remind me of etoliated stricta and almost reminds me the south florida stricta or the subspecies stricta zebrina. This would create some controversy since stricta zebrina is no longer recognized as zebrina and not to be confused with Opuntia stricta zebrina reticulata.
