They'd look a heck of a lot better! If that is water soluable paint they might look normal some day; if not, that paint is there for the foreseeable future.

I'm with Steve here... Use gravel for top dressing, if you want to hold the soil down, otherwise, screen or even a piece of coffee filter in the bottom of the pot, soil mix and your plant are all you need. If I use a premixed cactus soil, I ALWAYS mix it 50/50 with perlite. Then I change it out as soon as I can mix up a better batch of soil. The damaged spots on the first plant are not going to go away, the leaves will always have scars, so you will have to contend with that. In the second picture the black looks almost like sooty mold rather than rot (if it is you should be able to clean it off with soapy water and a soft cloth.) Sooty...

There is an orchid farm in SB that we went to (some succulents too), but the best by far is Huntington Gargens, so worth the extra miles!
