I went to Home Depot as one of my stops, and they said they didn't carry it. Unless only stores in certain regions carry it.

Alright, so I am going to make it with the materials I have found. Which includes top soil, Perlite, cactus mix and aquarium gravel (have a bucket left over from when I had fish specifically to use for my plants). It has been very confusing with all the info on different soil mixtures :) I didn't have much luck at the hardware store today, so I should probably see if there is a gardening center around here!
