Yes. You will have two plants. If you cut it I would do so just below the thin part and bury it as the new shoot will likely be very close to the top of the cut. Do you know why it grew thin?

In my opinion - if you treat this cereus as a standard plant and water it regularly etc etc it will probably thrive and grow quickly and snap. If you mistreat it a bit, and slow down the growth rate it will let that area harden up a bit, but it will never thicken. However the plant will take a lot l...

I personally have trouble getting cactus to root in dry media. I usually leave them sit a while to callus, and then start watering. Sometimes it backfires, but most of the time they root fine.

The second one looks like an Austrocylindropuntia Subulata. The bottom of the photo shows some monstrose growth, so if I had to guess I would say that part of your plant started growing normally again.
